Dear Brother:-So far as donations fail in sustaining those who need assistance, you are at liberty to use tithing therefor, doing so with the best prudence, discretion, and judgement you can exercise.

You are also at liberty to use back tithing, other than labor tithing, in building your meeting house, from those who are unable to pay their back tithing otherwise than in labor.
