Dear Brother:-In answer to your inquiry contained in a letter to br. D.O. Calder, I have to inform you that you are at liberty to use some of the tithing wheat to prevent destitute Indians from starving, but expect you in so doing to exercise your best judgement and discretion, that no more wheat be so used than may be actually necessary.
