6th Ward City,

Dear Brother:-Bishop Winters has deemed it best to resign his Bishopric and drop again into the High Priests Quorum, for which reason I wish you to take the oversight of that ward, as Bishop, in addition to your own, until wisdom shall dictate some other arrangement.

Since both the 5th and 6th Wards are rather thinly inhabited, it is presumed that you will be able, without serious inconvenience, to manage the affairs thereof, so far as pertains to your office, by doing which you will oblige,
