Major S. Smith:-I understand that br. David Jones has stated that he heard that Powell, who was with the Bannacks at the Salmon river massacre, say that he killed one Mormon, &c. It will be well for you to have br. Jones go before a Justice of the Peace and make affidavit of what he heard said Powell say. It is supposed by some that Powell may have a hand in the present disturbance in Cache Valley. When taken, please preserve a copy and forward br. Jones' affidavit to this office.
