Dear Brother:-Brother R. F. Neslin informs me that you wished him to speak to me for privilege to apply labor Tithing on the road between North Bend and the Mouth of Spanish Fork Canon. To enable me decide understandingly upon this matter, I wish you, at your earliest convenience, to ascertain the amount of labor tithing due in each Ward, in Sanpete County, that feels sufficiently interested in said road to aid in its construction, and inform me of said amounts, when I can decide what portion I may deem right to bestow in aid of said work.
