Dear Brother:

As I advised you on the 15th inst., I have requested br. Chauncey W. West to take charge in the Liverpool Office during your absence to Washington, under such instructions as you may please to give him from time to time; and have given him privilege to call to his aid such person or persons as he may deem necessary and proper, in addition to those you may have in the Office or may suggest. I have also informed br. West that I wish him to take charge, as above named, without making any public mention thereof in the Star or otherwise, as it is only a temporary charge during the short time you may be absent. I wish you to resign no office in regard your Agency, for the present.
