Lieut. General Daniel H. Wells, 
Commanding the Militia,

Sir:

In accordance with "express direction of the President of the United States," telegraphically communicated at even date from the War Department by L. Thomas, Adj't Gen'l U. S. Army, authorizing me "to raise, arm, and equip one Company of Calvary for ninety days service," I hereby request you to forthwith muster said company into the service of the United States, officered, organized, &c., as per the aforesaid "express direction of the President" to me through the War Department, and started at once for the destination and service required in the aforenamed telegram. You will make full and complete returns to me of all your proceedings herein.
