Bp. John Rowberry

Dr. Brother:-

I regret to be obliged to drop you a line <respecting> what has, by several persons, been told me concerning the bearing and demeanor of Br. Wm Jeffries as tithing clerk of Grantsville. I have taken occasion to hint to him that he should be courteous and pleasant to all persons paying tithing and to let
all controversy, if there should be any, to you as the Bishop of Tooele County. I heard that he said on one public occasion that he was sent from a place where Bishops are made, thus presuming, from his being sent from this office to Grantsville. I have told him that he was in the office at Grantsville to wait
on the people to be courteous kind and obliging and that he was to help you in carrying out your wishes respecting the tithing matters of the ward, but it seems, from reliable sources, he is not acting in consert with you but in many things independent of you having sole charge and control of the tithing
department its receipts and disbursements.

I write this to inform you, that although he was sent from this office to Grantsville as the tithing Clerk, he is as subject to your direction in all respects as though he was one of your own choosing and installing.

You will please read this to Bro. Jeffries, hoping that it will have the effect desired. We all should understand that when men pay their tithing it should be received in a courteous & willing manner. You are at liberty to use this letter in any way that will the most readily promote the object of its writer.

Respectfully Yours &c
