To Bishop Hunter and Counsellors and all the Bishops and others whom it may concern

Dear Brethren:

You are hereby required to see that the Telegraph Poles for the Deseret State Telegraph <Line> are set four feet (4 feet) in the ground, where the ground is solid; and where it is not solid, that gravel and rock be flung in around the <each> pole to embed it that depth and make it perfectly solid and to raise the bank around it above the water.
