To all whom this Letter shall come

This certifies that the bearer Elder W. C. Staines has been appointed by the General Authorities of the Church of Jesus Christ of Latter-day Saints to proceed to New York and take charge of the business of the Church in that region & to control, counsel and direct the labors of the Elders and Saints in the Eastern State, so far as he shall have time and opportunity.

And we invite the Saints to give heed to his teachings as a man of God, and be led by his counsels in whatsoever things he may advise them.

And we pray God, our Heavenly Father to bless Elder Staines with every necessary blessing, and give him much joy in his labors.
