You are hereby appointed in the capacity of presiding Bishop of Rich County with authority to settle and receive tithing and perform all other duties pertaining to such office and calling in that district. It is desirable that you should proceed as soon as convenient to your field of labor, and take charge of the business of the Tithing department in that place and We commend you to the favorable consideration of the authorities and people of said district and pray the Lord to bestow upon you every requisite qualification and blessing that you may have wisdom, dilligence and faith to begin and accomplish in all matters that may come before you in that manner and way as shall best subserve the interests of the

Kingdom of God and the people over whom you are called to preside.
