Dear Brethren:--
We have chosen and appointed Elder W. Budge of Providence, Cache Co. to act as Presidding Bishop in Rich Co. and have instructed him to proceed to that district and take charge of the business pertaining thereto without delay.

We feel to commend Bro. Budge to your favorable consideration, as a man of God and worthy of your respect, confidence and esteem, and trust that this appointment will meet your approval and active cooperation in assisting him by your influence to enter at once upon the discharge of his duties, giving him full and entire charge of the business pertaining to the Tithing department in your County.
