Dear Bro:-I am directed to reply to your favor of 21st inst. addressed to President Young on the question of the price that should be allowed to parties for working on the grade of the UPR. for, and on account of President Young.

As he declines to decide on the price I can only say that your own discretion is called upon to so let it be arranged by and between the payors and receivers in such a manner as will be most satisfactory, and then there can be no feelings or reflection on the President in the matter.

I will tell you a little of what I have done, but not for your guidance however. As an individual I have settled a very large amount of that indebtedness of mixing the pay: a part money or store pay, while we had either, and a part in wheat at $2. but if a person took all his pay in wheat it would be different.

Whatever satisfies both parties best I am confident would be most satisfactory to the President, and such is the view I recd as to his wishes
