Dear Bro:-

Yours concerning the emigration of a family from England of the name of Wilks has been received.

We learn from the P. E. Fund clerk that the donations from Oneida Co. came in too late last year to send for any persons, consequently they were not sent for.

You remark that "several persons donated the money with the understanding that the Wilks would be assisted out" That may be, but we find we cannot keep our books straight and do business in that way. Money turned in, must be an unconditional donation; or else in the nature of a loan to the person assisted. In the former case, the donor is credited on the P. E. Fund books, in the latter he is not credited, but must look to the person assisted for his credit. The money sent from your county was credited to the persons who sent it, and P. E. Fund money is placed at the discretion of the Presiding Elders who help those they consider the most worthy.

All we can do in the premises is for you to furnish the Ages as well as the names of the Wilks family and we will send them <instructions> to Prest. Carrington to forward them if he has the means.
