Sir,

Having been incidentally informed of the near arrival of your Excellency, en route for G S L. City, I have instructed Brig. Genl. C. W. West to wait upon you at your earliest convenience, and learn your views and instructions in regard to the best policy to be pursued for advancing the Governmental and Territorial interests with whose oversight you are entrusted. You can communicate freely with Genl. West, to whom, I understand, you have previously had an introduction.
