Dear Sir:--
Your esteemed favor of the 21st inst., and accompanying document, also a copy of your Proclamation, bearing date June 14th, are at hand, and permit me to tender you my thanks for the gratification derived from their perusal.

Feeling to assure you that your efforts in behalf of Constitutional rights and liberty will ever be sustained to the utmost by the people of Utah, and trusting that those efforts may continue to prevail over all illegal and oppressive counsels and plans, which would subvert the principles and blessings of our Republican Government, I have the honor to remain,

Very Respectfully,
Your obedt. Servt.

Gov. Cumming
