To the Authorities and Members of
the Church of Jesus Christ of Latter Day Saints, Cache Valley, U. T.

Dear Brethren:--
We have deemed it wisdom to send unto you Elder Ezra T. Benson and others of the Twelve, and have counselled and authorized them to organize you into a Stake of Zion. Upon your selections and elections, they will set apart and ordain a President to preside over all your settlements, also twelve men to compose a High Council, and a Bishop for each settlement, a settlement, for the present, constituting one ward.

In addition to the above named duties, while with you Elder Benson and his associates will hold such meeting and give such instructions as they may be moved upon by the Holy Ghost to do. And we feel assured that you will receive them, their doings and instructions, in the spirit with which they are sent; and confidently trust that you will sustain, with your faith, prayers, and good works, the men whom you may select to fill the above named offices, in the doing of which, together with constantly living your religion in all duties, you will enjoy the blessings of our Heavenly Father and the prayers and fellowship of your Fellow Servants in the Gospel
