Sir,       

you submitted the matter of the  [?]  of one of your        
portion of your goods in    
in the case, which I fully    
the facts & Law before them,      
extended.

As in all new Settled country, we are        
laws, and granted some change     
moment, and not foreseeing        
arise, are worded more loosely than         
requisite; & on examination, I find the     
on East Bear & Weber Rivers,  included in this number.

Now, as Legislatures, as well     as individuals should
learn by experience, & that at there your own expense when  [?]      
I propose to you to make out as   [Bill of]       
the Bear River Bridge as you may be able   [?]  I will
pay it, and petition the Legislature af the [next] Session
to pay said amount out of Territory Treasury     
such charters, as are not properly sufficiently worded,
careful in future.

I will also inform you that the Bridge across            
Bear River is not, & has not at any time been a chartered bridge, <under the charter,>
& the owners have had no right by law 
for the use thereof.

As the arbitrator        
accept this added        
to settle your loss.
