Elders Amasa Lyman and Charles C. Rich,

Dear Brethren:--

We authorize and wish you, upon your arrival in Liverpool, England, to take the Presidency of the Mission in the British Isles, and counsel, control and regulate all persons, business and affairs pertaining to that Mission and all the Missions connected therewith, whether in Europe, Asia, Africa or the Islands of the Sea, according to the dictates of the Holy Spirit to you and such counsel as you may from time to time receive from the First Presidency of the Church.

We wish you to keep particular and correct accounts of all monies received and disbursed, specifying from whom and on what account received, and for what disbursed.

Do not make non-payment of tithing a matter of fellowship, and instruct the Elders not to oppress the poor in any way, and not to be continually teasing the brethren for money, money, money, but like good shepherds, to ever exercise a kind and fatherly care over the flock, and ever bear in mind that they are sent to instruct and set a goodly example in righteous conduct and conversation.

When the field or duties of an Elder's labors are injuring his health, as far as possible let that field or those duties be changed to the best advantage for the promotion of his health and prolonging his period of usefulness upon the earth.

Appoint Elders Nathaniel V. Jones and Jacob Gates to take charge in the United States of next year's emigration, to be assisted, as they arrive with ships' companies, by such other elders who have been sent from here as it may then be thought proper to release to return to their homes. It will be necessary to release Elders Jones and Gates in time to enable them to reach Boston or New York and make the necessary arrangements for receiving and forwarding the Saints to Florence, purchasing cattle, wagons, outfit, &c. Also instruct Elders Jones and Gates to transport the companies on the northern routes, to avoid unnecessary exposure tocontract disease; and to so arrange affairs that the brethren to be not delayed in Florence, nor on the banks of the sickly Missouri river.

We will forward you timely advise of the number of teams we may forward to Florence next season, to be there by about the 1st of July, 1861, to haul freight and assist our immigration across the plains

It is now contemplated that Elder George Q. Cannon will go to England this Fall. to take charge of the Liverpool Office affairs.

May the God of our fathers bless and prosper you and your associates on the Mission to which you have been called appointed, set apart, and blest, and make you instruments in His providences for gathering many souls to this the land of Zion.
