Dear Brother:-

So far as you may be consistently able, while at Provo, I wish you to observe and inquire how matters are moving there. Silas' promises in regard to drinking will not answer any longer, and, though a drunken Judge is in keeping with the great majority of U.S. Officials in Utah, a drunken Bishop can not be tolerated. Should affairs prove to be in the condition so often reported here, and you are unable to find a suitable person in Provo to take br. Silas' place in the Bishopric, please inform me, and we will send some one from here.
