To All whom it may concern:

Be it known that Joseph A. Young, the bearer of these lines, is hereby authorized to act as my agent to cause each person, who has engaged to haul [?] for the undersigned on to the mail route between Fort Crittendon and Reese River to promptly and faithfully fulfil his engagement by delivering the grain in the quantities and at the places agreed upon. And all the trains of those who have not filled their contracts are hereby placed under the direction of the said Joseph A Young, so far as may be necessary for filling said contracts.The said Joseph A. Young is also hereby authorized to buy or hire teams and to make all bargains or arrangements necessary to complete the contracts for the furnishing and delivery, according to agreement, of the
aforesaid grain,

And be it further known:-- That each and every one failing to deliver his grain as aforesaid is hereby notified that he does so under penalty of his Bishop not being settled with or paid until his contract is filled
