Brother Niels Jensen,
Mendon Casche Valley.
In answer to your letter of march 9th I have to say that you have a right to buy and sell,
but that you have no right to buy and speculate in land within the city limits, which you
are not able to improve & build up, thereby keeping others, who are able and willing to
build up the place, from so doing. If this is the case with you, Bishop Andrew S.
Shumway will pay you fully as much as you have paid for what he asks you to sell
