President Daniel Spencer,

Dear Brother:
I understand that a man by the name of George W. Peay, reported to belong to South Weber, but really a resident of the Second District of Weber Ward, and who has been cut off from the Church by the Authorities there, has appealed to the High Council here for a re-hearing of the case.

There is a High Council at the Stake where Peay resides, to whom he can appeal for a re-hearing; and, until he appeals to that High Council, he cannot bring his case to the <General> High Council of this for a re-hearing. Proceedings in his case should therefore be stayed by you until he can bring it before you in a proper manner, if at all.
