Mr. John C. Clowes:
    
If I understood you aright, the Instruments you use on your Line cannot be obtained only by purchasing the Patent, and that the other kind answer as good a purpose.
    
The President wants good instruments; and, of course, if good, serviceable instruments can be obtained without paying for a Patent, they would be preferable.
