To Whom it may concern:-I understand that Brother William Hickman is intending to leave this Territory, and in view of his doing so he should be at liberty to go on to the Range and gather up his stock and do other legitimate business that may be necessary for his departure. He informs me that some persons have been threatening him. This should not be. I know of no reason why he should not be permitted to attend to his business and leave, when he gets ready, in peace and quietness
