Dear Brother:-

In reply to your note of the 24th ult., I have to say that we will select and send men, one to each vacated settlement in Sevier County, and such others as we may deem proper, if the brethren who wish to return to those settlements will agree to faithfully abide the instructions those men will take with them from us, and such other counsels and instructions as may from time to time be given by us and the men we will select. I do not deem it wise for the brethren to return upon any conditions more lenient than the foregoing, lest they again suffer loss of life and property.
