Sir:

In reply to your favor of the 30th ult. I have to inform you that the P. O. Department I have understood paid Gen. C. C. Rich $3,000 a year for carrying the mail on the route you mention, and he is now carrying it on that route under special contract, as I am informed. I presume it would please Gen. Rich to continue carrying that mail at those figures, as he resides at Paris, Rich County, on the line of the route, and is very efficient, reliable and responsible.

Should it please you to have Gen. Rich continue carrying the mail at the aforenamed figures, upon intimation thereof I will at once advise him, as also of any other proposition you may wish to make on the subject.
