Dear Bro.

I think it would be a good plan for you to join your force with Bro. Wheelocks for a short time, and go to the head of Echo to assist the parties I am sending to make up the big fill on P.H. Young's fill work.

I want as many men on this contract as possible, and by the time it is completed I shall be prepared to let contracts below the mouth of Weber Canon. Please answer.
