President's Office,
Feb. 20th 1869.

Bishop C.W. West.
Ogden City.

As Elder Thomas J. Stayner is about to open a Stock of General Merchandise in Ogden City, I will say in his behalf that he submitted the matter to me, and that, agreeable to certain conditions he obtained my consent.

Bro. Stayner is in full fellowship and is therefore expected to transact business as a Latter-day Saint should; he has agreed to pay his tithing bona fide on all the goods he may open in Ogden City, as well as on all the profits arising from his Sales.

With these considerations, I respectfully recommend him to your favor and fellowship and to every one that this may concern.

He is at liberty to use "Zions Co-operative" sign.

Yours in the Gospel.
Brigham Young
