To whom it may Concern:

This is to certify, that at a Meeting of the Board of Directors of the "Utah Central Railroad" held at Salt Lake City on the 8th March 1869, (all of the Directors being then present) Joseph A. Young was unanimously elected General Superintendent of construction, & is now engaged (by appointment of the Board) in examining Materials for constructing & stocking the Road & to receive estimates thereof.

Any courtesies extended to him & assistance rendered, will be esteemed as a favor both by me personally & in behalf of the said Board of Directors over which I have the honor to preside.
