Dear Bro:-

In answer to yours of the 10th inst. for information, I will say that the emigration will commence as soon as Steam-vessels are arranged for & the Rail-road completed so that the Saints can be brought through with safety & without interruption.

The approximate rate of emigration this year will be about $100. per adult.

As to when Bro Snow will be able to pay his men I cannot say; it looks to me as if the Engineers wanted to break him up.

I will say however, that I have instructed Bro Snow & all the Subcontractors who feel as if they have not had justice done them in the estimates to send me an accurate written statement of their labor & expense, with a view to obtain justice when the opportunity favors.
