Dear bro:-

Unless you receive orders from President Brigham Young to help out any person or persons from the States, I dont see that you will be able to do so in scarcely any case unless you collect the necessary amount of donations to the P. E. Fund, as money is wonderfully scarce, and we are ordering out from this office sufficient numbers to use all the donation money received this season. It need not be said to you that it will not do for any one to bring the President into debt, or to draw on him without first obtaining his actual authority for so doing.

The land office takes the spare money now.
