Dear Bro:

I find on looking over the final estimate of Edward Samuels, No. 1389 to 1417 in Weber, that the Engineer has failed to include in his final estimate 54 3/10 yds. Rubble Masonry in Abuts & piers in cement, as is evident from papers that he holds signed by Smith, which shows that the Bridge at No.1393 there was 54.3 yards of Rubble Masonry in amount of 8.50 5% coping @ 10$ and 22 74/100 yards paving 6.00 and it must also be omitted from the General Statement of work done by B. Young as given to me by Mr. Reed, because the recapitulation of all the sub-contractors final estimates, balances with B. Young's total as given to me by Mr. Reed -- hence it is an omission throughout all the final papers and said rubble in cement was included in his December estimate, and the final agrees with his December item for item of his job having been completed early with the exception of said omission. Therefore, a final settlement would not be accepted, except with an understanding that real errors of omission may be corrected. Samuels says, he did lay said Masonry in cement as credited to him in December and as proved by Smith's certificate. We are very anxious to hear form you all the time. Samuels himself who is a very straight forward sort of a man called my attention to the foregoing discrepancy.
