Dear Bro:-

Yours of the 12th inst. concerning the opening of Coal Beds in your section has been received.

I bought those coal beds from the Indians & paid for them, & think that I have the privilege of dictating a road thereto.

The object in making this road & opening those beds is not for individual aggrandizement but for public good. How far these brethren would be injured -- if at all -- is an after consideration. Let the mines be opened & the road be made -- & let the public have the benefit therefrom & if any person is injured thereby, they can afterwards have redress
