Dear Bro:-

Yours of the 18th was received yesterday. In reply I will state that there was an express understanding between the Director of the U.C.R.R. & Bishop C. W. West that labor on the U.C. might apply on back indebtedness to the P.E. Fund, but not for this year. Or it might be made to apply on back labor tithing, or this year's labor tithing, but no arrangement has been made to pay on account of Cash or Produce tithing.
