Dear Sister.

Your letter to me concerning the emigration of your daughter from England has been received.

There are so many of the Latter-day Saints in England and elsewhere who are too poor to emigrate themselves, and who have, compratively so little means to operate with that we are necessitated to use considerable judgement as to who ought to have the preference. It would be very gratifying to our feelings could we gather every Latter-day-Saint, but as we cannot do this, it is left to the Presiding Elders to select those persons whom they deem most worthy of assistance. Under these circumstances I do not feel at liberty to send for your daughter without her passage is paid.
