Dear Sir: Yours to Prest. B. Young of April 5. tendering your services as consulting engineer for the erection of water works, was by his instructions placed in the hands of D.H. Wells, Esqr. Mayor.

It was returned yesterday, & the project appears to be thrown in abeyance. The action of U.S. Judge Strickland, justifying the lawless who refuse to pay taxes to the City, by his late ruling that the Mayor & Aldermen are without judicial power, & cannot enforce City ordinances, has doubtless a great deal to do with it. Perhaps this may be put to rights after a time, & you may find it to your interest to resume the correspondence. Should you do so, I would suggest that you address the Mayor, as Prest. Young has nothing to do with the matter.
