This certifies that Elder Joseph A. Young has been appointed to travel in the settlements in Sevier County, and adjacent country between Gunnison and Kanab, to instruct the people in all things pertaining to their well-being, and to counsel with the local presiding officers in the general management and direction of affairs in these Settlements.

We invite the Saints to give heed to his teachings. And we pray God the Eternal Father to bless Elder Joseph A. Young with wisdom and understanding, that he may prove a blessing to the Saints, and be faithful in the performance of all the duties of this calling.
