This is to certify that Elder Joseph S. Rawlins has been ordained to the High Priesthood, and set apart to officiate as the Bishop of South Cottonwood Ward in all the duties and callings of that office.

And we pray God our Heavenly Father to bless Bishop Rawlins with wisdom and understanding, and exhort the saints in South Cottonwood to sustain him by their faith and prayers, and give heed to his teachings as a servant of God duly appointed to preside over them.
