Dear Bro:

On the 31st Jan. 1870. a bill was sent to Payson for the signature of Bro. Collins E. Flanders. The wife called upon the Prest. to-day to get the bill, and he instructed me to write to you for it. She represents that he has signed the bill but refuses to pay for it. Will you please advise him to pay for it, and, if he refuses, send it without payment. It is a general practice to treat all who are able to pay for these bills and refuse to do so, as unworthy of having more wives.
