This certifies that Elder Brigham Young, Jr. has been appointed to preside over the settlements in Cache County; Bear River Valley; and that portion of the country including Soda Springs, to travel, instruct and counsel with the local presiding officers and bishops in the general management and direction of affairs in those settlements, and in the gathering in, and taking care of the tithing.

We invite all the Saints in those settlements to give heed to his teachings. And we pray God, the Eternal Father to bless Elder Brigham Young, Jr. with wisdom and understanding, that he may prove a blessing to the Saints wherever his mission may call him to labor, and that he may be found faithful in the performance of all the duties of this calling.
