High Council of this Stake of Zion.

Dear Brethren,

Your opinion in the case of A. H. Raleigh vs the Utah Central Railroad Company has been considered.

We think there was evident carelessness on the part of Bishop Raleigh in sending his stock across the railroad track, in charge of a boy, at the time the regular train was due, as the result clearly demonstrated.

It is also evident from the testimony, that the Railroad employees used due diligence in trying to save the horse.

Under some circumstances, the Railroad Company might be responsible for the full value of the horse, but, in this instance, we think they are not; and we consider that if they pay

Bishop Raleigh one hundred dollars it will be as much as they are justly and rightly entitled to pay.
