Dear Sir,

The Hon. A. W. Babbitt, Secretary of Utah Territory, has this 2nd day of Feby A. D. 1854, paid Two Thousand Dollars, on the Twenty four hundred and Twenty eight Dollars, and Ten cents, (2428 10/100) now due the Code Commissioners as per bills, and account in the possession of the said Babbitt.

Now in case the Government do not allow and pay said Code Commission-bills, or make an appropriation for that Commission previous to their requiring A. W. Babbitt to pay said advanced amt. of $2000 out of his own private funds, you are in the last event, hereby authorized, and required to pay said Babbitt the said advanced amount of $2000 out of funds in your hands, that are subject to my order.
