I have the honor to acknowledge the receipt of your communication to me, bearing date of May 24th in which you propose to sell "the entire <interest> of Mr. H. L. Kinney to the Mosquite Coast, Central Americam and also state the "conditions of the sale.

Kindly thanking you and Mr. Kinney for the interest you have taken and the humanity you have manifested in behalf of the people of <the> Utah Territory, duty, policy and circumstances imperatively compel require me to decline entering into any negotiations for that purchasing, <all> or any portion of the country claimed by Mr. Kinney in Central America.
