To All to whom these Presents may come,

Greeting:-Know ye that the bearers, Elders Horace S. Eldredge and Joseph W. Young, are hereby and herein appointed, by the First Presidency of the Church of Jesus Christ of Latter-day Saints, Agents for said Church to conjointly take charge of and direct the affairs pertaining to this year's immigration in the United States and from said States to this Territory, not only in regard to members of the aforesaid Church but also such others as may wish to cross the plains with them, and to regulate, advise, counsel, and control said affairs pertaining to said immigration according to their best judgement and ability, as they may be dictated by the Holy Spirit, and from time to time advised by our counsel.

Elder Joseph W. Young will operate more particularly on the Frontier, and each and all persons concerned as aforesaid, whether designing to cross the plains in the so called Independent or in the P. E. Fund companies, are hereby and herein counseled to diligently observe such advice and directions as the aforesaid Agents, Elders Horace S. Eldredge and Joseph W. Young, may give to carry out the requirements herein placed upon them for your welfare, with the assurance that such advice and directions will promote the interests of both those immigrating to this place and those desiring so to do.

Furthermore, in virtue of the experience, integrity, and ability of the aforesaid Agents, Elders Horace S. Eldredge and Joseph W. Young, we cordially commend them to the kind attentions of those with whom they may have any business transactions, and respectfully solicit for them such business courtesies and facilities as may comport with their feelings and abilities to extend.
